Beginning July 10, 2026, the District of Columbia will implement several important updates through the NIPR Gateway impacting resident and non-resident licensing transactions.
The changes include:
Updated Line of Authority (LOA) descriptions
Fingerprinting defer requirements for resident license applications
PDB updates and alerts
State review workflow modifications
Temporary Gateway downtime during implementation
The District of Columbia has confirmed that all Gateway products will be temporarily unavailable beginning July 9, 2026, at 4:00 PM Central Time, with processing expected to resume on July 10, 2026, at approximately 9:30 AM Central Time.
Any licensing transactions submitted during the downtime window will be declined.
For organizations processing high volumes of producer licensing transactions, even short service interruptions can create workflow disruptions if teams are not prepared in advance.
Why Updated LOA Descriptions Matter
The District of Columbia will also update several existing Lines of Authority descriptions across the Producer Database (PDB), Resident Licensing, Resident License Renewal, Non-Resident Licensing, and Non-Resident Renewal products.

Crop Insurance
Car Rental
Surety
Travel

Crop Insurance

Those exclusions are now being removed.
As a result, all resident license applications and reinstatements after 365 days will require state review for fingerprint processing.
