Nevada Enforces New Fingerprinting Requirements for License Applicants
Beginning January 26, 2026, the Nevada Division of Insurance will enforce a new fingerprinting requirement designed to ensure applicants follow the correct licensing sequence. Applicants must first submit a license application through the NIPR or Sircon and provide a confirmation ID or transaction number on the Fingerprint Authorization Form before visiting a fingerprint vendor. This update supports DPS and FBI standards and aims to reduce processing delays, rejected fingerprints, and unnecessary costs for applicants and organizations.
In August 2025, the Nevada Division of Insurance introduced a revised Fingerprint Authorization Form to reduce instances of applicants being fingerprinted before submitting a license application. This step was taken to address a recurring issue: fingerprinting prior to application submission violates both Nevada Department of Public Safety and FBI standards.
Despite this update, the Division continues to see applicants completing fingerprinting out of sequence. To address this, Nevada is now implementing stricter control that directly ties fingerprint authorization to a submitted license application.
What Is Changing Effective January 26, 2026
Starting January 26, 2026, applicants must include either a Sircon Confirmation ID or an NIPR Transaction Number on the Fingerprint Authorization Form. These identifiers are only generated after a license application has been successfully submitted.
Fingerprint vendors will be required to verify that this section of the form is completed. If the confirmation ID or transaction number is missing, the applicant will not be fingerprinted. This enforcement ensures fingerprinting only occurs at the appropriate stage of the licensing process.

Several important clarifications accompany this update:
Although the revised Fingerprint Authorization Form is already being distributed, enforcement of the confirmation ID requirement will not begin until January 26, 2026.
The confirmation ID or transaction number must be entered manually by the applicant; it will not auto-populate on the form.
The older version of the authorization form dated June 5, 2025, will no longer be accepted by fingerprint vendors after January 26, 2026.
Updated formatting on the form reflects FBI statute requirements only and does not impact applicants’ obligations or eligibility.
