Rules and Requirements for West Virginia Property & Casualty and Life & Health Insurance Licenses

New applicants must meet West Virginia’s eligibility standards, including age, residency, and background requirements.

What is the minimum age to apply for a new license?

Applicants must be at least eighteen (18) years old.

Do I need to provide any specific identification to apply?

Yes, you must provide a SSN (Social Security Number) or a FEIN (Federal Employer Identification Number).

Is proof of residency required?

Yes, resident producer licenses require proof of residency within the state of West Virginia.

Are there any exams I need to pass to get my license?

Yes, you must complete 20 hours of pre-licensing education per LOA and pass the appropriate producer licensing exam(s).

Do I need to complete fingerprinting as part of the application process?

Yes, fingerprinting is required.

Are there character requirements to qualify for a license?

Yes, you must pass a state and federal criminal history background check.

How to Apply for and Renew a Producer License in West Virginia

Applying for a New Producer License in West Virginia

Renewing a Producer License in West Virginia

Licenses require renewal and proof of CE compliance every 2 years on the last day of the licensee’s birth month. License renewals are possible up to 90 days before the expiration date.

Complete and verify continuing education (CE) hours. Verify that all the requirements in your transcript are complete.
Submit an electronic application and pay licensing fees through the NIPR.

Note: CE credits may take up to 30 days from the date of course completion to be submitted to the West Virginia Insurance Department.

Late Renewals: West Virginia does NOT have a grace period. Failing to renew on time means the license will expire or be suspended and all appointments will be cancelled. The licensee will have up to one year to reinstate the license after paying a late fee.

Non-Resident Producer Licensing in West Virginia

West Virginia issues non-resident licenses in the same line(s) of authority. Check the CE reciprocity arrangements between West Virginia and your home state.

Apply for a license through NIPR by choosing a Non-Resident License (NRL) Application and submit supporting documentation.

How to transfer a resident license from another state to West Virginia:

Surrender the resident license of the previous state, or change the status to a non-resident license, within 90 days of moving to West Virginia.
Provide a letter of clearance from the previous state.
Apply for a resident license through NIPR.

Note: Licensees can transfer a resident license from another state to West Virginia within 90 days of relocating (after surrendering the previous resident license) without retaking the licensing exams.

West Virginia Business Entity Insurance License Applications

Submit an electronic application online at the National Insurance Producer Registry.
Pay the state license fee of $200 and any additional transaction fees.

Note: Business entity insurance licenses require renewal every year during the renewal period from March 1st to June 30th. Late renewals are possible for up to one year after paying the $25 late fee, in addition to the renewal fee.

Continuing Education (CE)

CE requirements:

24 hours of CE (including 3 hours of ethics) for Life, Accident & Sickness, Property, Casualty, and/or Personal Lines every 2 years.

Note: Producers who hold licenses exclusively in credit, surety, travel, title, crop, or car rental do not need to complete continuing education, but they are still required to renew their license every two years.
