What Are the Rules and Requirements for Texas Property and Casualty Insurance Licenses?

New applicants must meet the Texas eligibility standards, including age, residency, and background requirements. 

What is the minimum age to apply for a new license?

Applicants must be at least eighteen (18) years old

Have an SSN or FEIN (Tax ID) with U.S. work authorization

Is proof of residency required?

Provide proof of address in Texas

No, you cannot currently hold an active resident in another state.

Texas Producer Licensing Fees

Non-refundable Texas licensing fees apply for appointments, exams, fingerprinting, and other services as follows.

Veterans who pass the Texas insurance exams can apply to the U.S. Department of Veterans Affairs to receive reimbursement.
Fingerprinting $41.50 An exemption from a fingerprint background check for those who have already submitted fingerprints and are actively registered. Check the Texas Administrative Code for further details.

Additional Notes: All Texas licensing fees are non-refundable per section Article 21.07 §6C(a) and are to be paid by check or money order.

Continuing Education (CE) Insurance Licensing Requirements in Texas

CE requirements include 24 hours biennially for major lines (including 3 hours in ethics) and 10 hours biennially for limited lines. A licensee may complete any Texas-approved general or ethics/consumer protection course. At least 50% of the hours must be in the classroom and the rest may be self-study.  

A licensee can apply excess ethics hours toward general CE credit within the same renewal period. More information about Texas CE requirements is available by emailing CE@tdi.texas.gov or calling 512-676-6500. 

FAQs

Licenses must be renewed every two years, before your license expiration date. You must be fully compliant with your continuing education (CE) requirements and pay your renewal fee.

Within 90 days, a late application fee of $75 applies in addition to standard renewal requirements. After 90 days, you need to reapply as a new applicant and pay additional penalties.
