Rules and Requirements for Oregon Property and Casualty/Health/Financial Insurance Licenses

New applicants must meet Oregon’s eligibility standards, including age, residency, and background requirements.

What is the minimum age to apply for a new license?

Applicants must be at least eighteen (18) years old.

Do I need to provide any specific identification to apply?

Yes, you must have either a SSN (Social Security Number), Individual Taxpayer Identification Number (ITIN), or a FEIN (Federal Employer Identification Number).

Is proof of residency required?

Yes, you are required to provide proof of residency within the state.

Are there any exams I need to pass to get my license?

Yes, you must complete the state-approved pre-licensing training and pass the licensing exam(s).

Do I need to complete fingerprinting as part of the application process?

Yes, fingerprinting is required.

Are there character requirements to qualify for a license?

Yes, you must pass a state and federal criminal history background check.

How to Apply for and Renew a Producer License in Oregon

Applying for a New Producer License in Oregon

The Oregon Division of Financial Regulation is the primary portal for viewing insurance licensing information and compliance requirements in Oregon state.

Renewing a Producer License in Oregon

Licenses require renewal and proof of CE compliance every 2 years before the last day of the licensee’s birth month. License renewals are possible up to 90 days before the expiration date.  

Non-Resident Producer Licensing in Oregon

Oregon has reciprocity arrangements with most states and issues non-resident licenses in the same line(s) of authority to applicants who are compliant with their resident state’s requirements. 

Oregon Business Entity Insurance License Applications

Provide at least one individual Owners, Officers, Partners, or Directors (OPOD) entry listed as an owner or officer. Include one Designated Responsible Licensed Producer (DRLP) with an active Oregon license and major line of authority.

Licensing fees apply for Oregon appointments, exams, fingerprinting, and other services as follows.

Continuing Education (CE)

CE requirements for insurance producers include:  

  • 24 hours of CE (including 3 hours of ethics and 3 hours of Oregon statutes and administrative rules) for life, health, property, casualty, surplus, or personal lines every 2 years.  
  • No more than 4 hours of agency management courses.
  • No more than 8 hours CE credit per day.

FAQs

Licenses in Oregon require renewal and completion of CE every 2 years on the last day of the licensee’s birth month

If a licensee misses the CE renewal deadline, a grace period of 1 year allows time for a late renewal after paying a fee of $90. After 1 year, the licensee will have to restart the licensing process as a new applicant.
