Rules and Requirements for Maryland Property and Casualty/Health/Financial Insurance Licenses

New applicants must meet Maryland’s eligibility standards, including age, residency, and background requirements.

What is the minimum age to apply for a new license?

Applicants must be at least eighteen (18) years old.

Do I need to provide any specific identification to apply?

Yes, you must provide a SSN (Social Security Number), Individual Tax Identification Number (ITIN), or a FEIN (Federal Employer Identification Number).

Is proof of residency required?

Yes, you are required to provide proof of residency within the state of Maryland.

Are there any exams I need to pass to get my license?

Yes, you must complete 20 hours of pre-licensing education per LOA and pass the appropriate producer licensing exam(s).

Do I need to complete fingerprinting as part of the application process?

No, fingerprinting is NOT required.

Are there character requirements to qualify for a license?

Yes, you must pass a state and federal criminal history background check.

How to Apply for and Renew a Producer License in Maryland

Applying for a New Producer License in Maryland

Renewing a Producer License in Maryland

Licenses require renewal and proof of CE compliance every 2 years before the expiration date on the last day of the licensee’s birth month. License renewals are possible up to 90 days before the expiration date.

Complete and verify continuing education (CE) hours. Verify that all the requirements in your transcript are complete.
Submit an electronic application and pay licensing fees through the NIPR.

Late Renewals: Maryland offers a grace period of one year to reinstate a license after the expiration date, after paying the reinstatement fee, plus the renewal fee. After one year, applicants must restart the initial licensing process.

Non-Resident Producer Licensing in Maryland

Maryland issues non-resident licenses in the same line(s) of authority. Check the CE reciprocity arrangements between Maryland and your home state.

How to apply for a non-resident license:

Apply for a license through NIPR by choosing a Non-Resident License (NRL) Application and submitting supporting documentation along with fees.

How to transfer a resident license from another state to Maryland:

If the licensee has a non-resident license in Maryland, submit a status change request to the Maryland Insurance Administration through email.
If the licensee does NOT have a non-resident license in Maryland, apply for a new resident license through NIPR.

Note: Licensees can transfer a resident license from another state to Maryland within 90 days of relocating (after surrendering the previous resident license) without retaking the licensing exams.

Maryland Business Entity Insurance License Applications

Provide at least one individual Owners, Officers, Partners, or Directors (OPOD) entry listed as an owner or officer. Include one Designated Responsible Licensed Producer (DRLP) with an active Maryland license and major line of authority.

Submit an electronic application online at the National Insurance Producer Registry.
Pay the state license fee of $54 and any additional fees.

Note: Business entity insurance licenses require renewal every 2 years. Renew up to 90 days before the expiration date.

24 hours of CE (including 3 hours of ethics) for Life, Health, Property, Casualty, and Personal Lines every 2 years.
