Rules and Requirements for Delaware Property and Casualty/Health/Financial Insurance Licenses

New applicants must meet Delaware’s eligibility standards, including age, residency, and background requirements.

What is the minimum age to apply for a new license?

Applicants must be at least eighteen (18) years old.

Do I need to provide any specific identification to apply?

Yes, you must provide either a SSN (Social Security Number) or a FEIN (Federal Employer Identification Number).

Is proof of residency required?

Yes, you are required to provide proof of residency within the state of Delaware.

Applying for a New Producer License in Delaware

Renewing a Producer License in Delaware

Licenses require renewal and proof of CE compliance during the renewal period from December 1st to February 28th of even years (29th on leap year).

Complete and verify continuing education (CE) hours. Verify that all the requirements in your transcript are complete.
Submit an electronic application and pay licensing fees through the NIPR.

Late Renewals: Late renewals are possible from March 1st to August 31st of renewal year after paying the late fees and completing CE requirements. A late renewal period with an administrative fee applies September 1st of renewal year until February 28th of odd years.

Non-Resident Producer Licensing in Delaware

How to apply for a non-resident license:

Apply for a license through NIPR by choosing a Non-Resident License (NRL) Application and submit supporting documentation.

How to transfer a resident license from another state to Delaware:

Submit resident and non-resident amendments electronically via NIPR.

Note: Licensees can transfer a resident license from another state to Delaware within 90 days of relocating (after surrendering the previous resident license) without having to retake the exams. Contact the Delaware Department of Insurance if you already have a non-resident license at licensing@state.de.us.

Delaware Business Entity Insurance License Applications

Provide at least one individual Owners, Officers, Partners, or Directors (OPOD) entry listed as an owner or officer. Include one Designated Responsible Licensed Producer (DRLP) with an active Delaware license and major line of authority.

Submit an electronic application online at the National Insurance Producer Registry.
Pay the state license fee of $125 and any additional fees.

Note: Business entity insurance licenses require renewal every 2 years from December 1st to February 28th of even years (29th on leap year). Late renewals are possible for up to one year after paying a $325 reinstatement fee.

Continuing Education (CE)

CE requirements for insurance producers include:

24 hours of CE (including 3 hours of ethics) for Life, Health, Property, Casualty, Personal Lines, Marine & Transportation, Multi-Peril Crop, Surety, and Variable Annuities every 2 years.

Exemptions: Limited lines producers writing consumer credit, crop/hail, surety, pre-need arranged life insurance or annuity funeral programs, and car rental insurance are exempt from CE requirements.
